CONSULTANCY SERVICES ON LABOUR MARKET INFORMATION AND ANALYSIS

Talent Corporation Malaysia Berhad (“TalentCorp”) is requesting for proposals to provide consultancy work for the Institute of Labour Market Information and Analysis (ILMIA), under the Ministry of Human Resources (MOHR), Malaysia.
The main objective is to build a broader and more dynamic framework of Labour Market Information encompassing policy and research work as a basis for enhanced Human Capital Development to support the country’s economic transformation agenda.

Scope of the Work
- Act as key resource for both TalentCorp and ILMIA on labour market information and analysis.
- Stock take, draw from and integrate previous work on Labour Market Research and Human Capital Development, as well as other relevant policies / plans at the national level — e.g. New Economic Model (NEM) & Economic Transformation Programme (ETP).
- Compile. construct and accumulate all relevant statistical information and data on the Malaysian labour market. Help to disseminate this information to all stakeholders.

- Review and develop specialised methods, tools, and analysis, and techniques for quantifying, measuring, and understanding the linkages and relationship between the labour market and the national and regional economy.
- Plan, design and conduct research on labour market dynamics.
- Derive method and procedures for collecting and processing data.
- Compile data relating to research area.
- Prepare reports on economic trends and activities from a labour market and manpower planning perspective.
- Prepare forecast on domestic labour market trends taking into account the impact from regional and global developments.

Criteria / Requirements
- Individuals, Companies. and Academicians with the relevant work experience and qualifications are encouraged to submit their proposal.

The Proposal
The proposal should be based on the Scope of Work listed above with the estimated cost of providing the consultancy service included. Further instructions will be made available during the briefing, once the candidates have been shortlisted.

Duration
12 months contract.
